In which case you may need APN settings to connect you to your 3G network successfully. You can view the APN settings on your iPad in the following location:
Settings > Cellular Data > APN Settings

The APN defines the network path for all Cellular Data connectivity. Incorrect entries in the fields may disable the cellular data connectivity. To verify the proper APN information, contact the cellular carrier for the SIM card you are using.
