Deregulation of electricity is not a new thing. Many of the 17 currently-deregulated states have been deregulated for as long as ten years.
The reason you may be just hearing about it now is because deregulated electric rates have been a normal part of business for commercial accounts for all that time, but the push to communicate the message to residential customers was delayed.

Deregulation laws include incentives for customers and suppliers, and restrictions on utility companies (who deliver your electricity) in order to spur the success of the system. For example, in many states, like Connecticut, the laws include a clause that prohibit the utility from making a profit on the supply portion of your utility bill.
